On August 5, 1943, Orel was liberated by Soviet troops as a result of the offensive operation "Kutuzov" during the Battle of Kursk. In the predawn twilight, a banner was erected over the city by the scouts of Sanko and Obraztsov at the house No. 11 on Moskovskaya Street (now Mira Square, 5). Now it is always here on the Day of the Liberation of the Orel and Victory Day.

On August 5, 1943, an artillery salute was given in Moscow to the troops who liberated Orel and Belgorod. This salute was the first during the World War II, so the name "City of the First salute" was assigned to Orel and Belgorod.

The cities of Russia are awarded the honorary title City of Military Glory "for the courage, steadfastness and mass heroism shown by the defenders of the city in the struggle for freedom and independence of the Fatherland." The eagle received this title in 2007. The stele "Orel— the city of Military Glory" was inaugurated on Victory blvd in front of the regional administration building on May 8, 2010.
