This title was awarded to the capital of the Arctic in May 1985, on the eve of the 40th anniversary of the Victory in the Great Patriotic War. Murmansk was awarded the highest degree of distinction for heroic defense, one of the last in the Soviet Union. Historians have calculated that during the war years, thirty kilograms of explosives fell from the sky for every inhabitant of Murmansk.
